Try www.wintopo.coom  both freeware and a cost versions

Also, try the UN website. I got a piece of software there a few years ago
which was developed by/for?? them and worked quite well. But it is lost
somewhere in the bowels of this computer.
It worked well, a bit cryptic to figure out but it was free.
