You can also change a background color in your layout. Select the windows in the 
layout, click on the icons to change polygon properties and choose a color. The 
results will depend on the layers you have... For example, if you don't have an "ocean 
layer" you can set the background to your favourite blue. The land mass will keep 
their layer colors and you have your water without making an extra layer. This method 
has advantages and draw back. The main advantage is you don't have to make a layer 
that may change the projection of your window.

For all our maps we have a bottom layer of ocean.tab which just consists of
a WGS-84 
map of the entire world +/-180� and +/-90� as a rectangle. 

We colour the map in the table a nice light blue and use that as the base
layer for any 
maps we create.

It has another advantage as it is the first layer, and is WGS-84, so if
anyone brings in 
other tables on top, the whole map is still in WGS-84 which is what our
application 
(GPS tracking) requires.
