Philip, Sounds like someone at sometime, while using automatically generated labels, manually moved one of those labels. Since then, the table associated with that label has been packed to elliminate wasted space.
A quick way to test that theory is to open that workspace and from the menu bar click on [Map]. If the menu item "Clear Custom Labels" is clickable (black text not grey) then you indeed have a label that was manually relocated. To fix it, click on "Clear custom labels", then save the workspace under a new name until you're satisfied that's all that is wrong, then name the workspace to it's desired name.
