There is a package called MSDE, that is essentially SQL Server, but limited to 2 GB.
Its free with development packages like visual studio, and I think that you can distribute it for free with your applications. Its been around for ages. Not completely sure of its licening, but seems that you can distribute it free with your application.
I've got spatialware running on it on the laptop, thanks to some help from this list.
Working with SQL Server is easiest with MS enterprise manager, and a similar interface is available from VS.NET, but there are a number of options for open source or commercial options to M$. We haven't found one that gives access to all the database properties or in some cases even to create a database.
