MapInfo Pro has always operated this way with my experience. MapInfo is not
set up like Windows, in that if you click the red X that everything closes
out. In MapInfo, clicking the red X of a map window causes that window to
close, but the .tab files are still open in the background- hence why if you
go to File-Close Table, they are all still listed. MapInfo only uses the
map window as a viewer, and not a direct way of closing .tab files. If you
don't close them out properly before exiting the program, MapInfo still has
them in it's memory (or whatever it may be technically called) and has the
read/write access to those files- and won't let other users access them over
a network from another machine running MapInfo. Perhaps I'm
misunderstanding your question, but that has always been my experience.

Just one thought. The worspaces we save are used by more than one person
here and something that we have noticed is that when we close MapInfo
without closing the tables (the X in the upper right), it causes a problem
for opening them later. It seems Windows or MapInfo "thinks" the TAB files
are still open by someone else and won't let you open them.
Any thoughts on this? If not, I'll let it drop. The option for Open Last
Used Workspace isn't a huge concern, just something that kinda bugged me on
a Monday morning.
