Unfortunately this does not work. It the frame just redisplays with the
blank frame. 

There is definitely something in the frame as it doesn't display the "no
window" text that frames with nothing in display.

I have had a similar problem in the past, with a layout window generated
from MapBasic. 
Have you tried, as an ugly but functional workaround, 
getting MapBasic to minimise the Layout Widow and then maximise? 
This might work - It seems to jolt MapInfo a little when it's
"forgetting"
details of a layout wondow.
