MI-L Create an ellipse at a specific angle and width and depth

Hi all,   I looked at Directions for a tool to do this, and could not find one. I am hoping someone here can help me.   I need to create ellipses with a specific angle with a given width and depth. I know that I can rotate ellipses, but the measurements get distorted and it is taking me a long time to modify the rotated ellipses to meet my specifications. I need such exact measurements as I am simulating hurricanes that hit the US coast. The ellipses represent bands of damage, and the width and depth change based on wind speed and forward speed of the storm, and since not all storms hit at exactly 90 or 180 degrees, I need to change the elliptical angle.   I have MapBasic, but am only just learning to use it, so anything I can do through the mapbasic window would be preferable (though a tool would be best!)   Thanks.   Elizabeth Caponi
