It's part of the MapInfo ver 8.0 release. To get it, run MapInfo 8.0, and click
on Help/Check for Updates, and it'll take you to MapInfo's "smartupdate"
page where you can download it.

But if you want to try it with an earlier version (no guarantees that even
if you roll back the version number that it'll work), it's at
http://extranet.mapinfo.com/smartupdate/prolatestversion2.cfm?version=8.0

However, I *know* I've seen a mention here in this forum of a shareware
program written in MapBasic that claims to do something similar. 
 
All that's needed to put map data onto Google is to wrap the geography
within an KML file, which is basically an XML file. It should be tedious,
but not too hard, to parse MapInfo map data into the KML format. For those
who want to give it a go, the KML format is documented at
http://www.keyhole.com/kml/kml_doc.html.
