As far as i know:

The missing of the spatial option does not necessarily mean that the datatype mdsys.sdo_geometry and the filter functions sdo_filter (which is used by MapInfo) are not available. In the Standard Edition the Spatial Option ist not included, but it is allowed to use the above functionality. It is not allowed to use the special spatial functions like sdo_relate, coordsys-transformations etc, for that you will need the enterprise edition.

Maybe it is worth a try

I asked in the support forum at Oracle website, if it included the spatial option and the answer was no. So I guess it isn't that interesting with MapInfo.
