Carl has it right. We do a lot of labelling on drillhole mapping and it
is imperative to follow his procedure prior to plotting or labels
usually cover the hole symbol. And yes you would think this would have
been fixed, along with the fun and games of aligning text and symbols
for legends in the workspace

The way I correct the labelling problem is to:
1) "View Actual Size" in the layout
2) double click on the map frame and change the scale ever so slightly
(say 1cm = 500m to 1cm = 500.01m) - also make sure the "resize
frame" toggle is checked.
3) double click again and change the scale back to your original
All labels are happy now.....

For some reason, MI does seem to forget about offset values at some
point. As I mentioned, this is a fuzzy science and if you're printing
to a PDF, you may see offset no matter what.
