Interesting thought. No. you can't, not as such.
Even if a PDF can be said to be a sort of raster file, it is not on
MapInfos shortlist of known raster formats.
I have worked out the following procedure (requires some assembly and
access to software)

1 Get, or create the pdf file you need.
If possible, fit the pdf content to the intended size of output. (this is
not necessary but an advantage)
2 Then open the pdf file in some image processing software.
I use Photoshop, but Corel Paint Shop can also open a pdf.
3 And here's the trick: In Photoshop you get to give the size and
resolution of the raster file which is created from the pdf file.
Set these factors to suitable values for your output.
The trick is that the rasterization will adapt the content to the given
size, ensuring that even thin lines get at least one pixels width.
(as opposed to scaling down the image frame in the layout where thin
features may disappear or become very faint)
4 Then save the file to a raster file which can be opened in MapInfo. I use
to prefer tif (avoid jpg at all cost).
5 Then open the raster file as usual in a mapper window and place it in the
layout. Small adjustments of the size are of course possible here so the
size given in step 3 can be a rough estimate.
