Your best bet would probably be Map IT http://www.map-it.co.za/  It is a joint venture between Georigin http://www.georigin.com/ (technical partner) and Map Studio (the leading cartographic publisher for South Africa and the good folk I used to work for back in the day).
 
The data definitely won't be free, but I don't think there is much decent free data out there.
