There is a solution, and you are on the right track to find it.
Add the layer in question twice to the mapper window. Then create the
'small' label for one of the instances and check its label box in the
layer manager. At the same time, un-check the selectable box for this
layer.
Next, create the 'big' label for the other instance of the
layer, but un-check the label box and check the selectable box for this
layer.
Now if you hover the pointer, the 'big' label will show in a yellow box, and the 'small' label will be visible always.
As for the mapper, perhaps you will only want to draw one of the layers. Then set a style override for one layer and change the appearence to N (none) for line, fill or symbol depending on the type of layer.

An interesting problem, to which I think the answer will be that it isn't
possible.

One of my projects shows ships on a map in real-time, each with a label
showing ID, Name, Speed, Heading, Distance Bearing & Time To Go to a
target, and Update date & time. As you can tell, a fairly big label.

The users are saying that the screen is too crowded with labels, but they
still need the information the labels convey.

Their suggestion is that the standard label only shows Name and Update date
& time to make it less crowded. However, when they put their mouse over the
top of the ship, it should show the full label in the "hover-text" (writing
in yellow box triggered by mouse hovering).

Is this possible? As far as I can see, the hover text will always be the
same as the label text? I was thinking that I could create 2 layers of
labels, 1 full, and 1 abbreviated, and have 1 displayed & the other shown
as hover-text, but I can't see that it can be actually done (in MapInfo 8.0
or lower)

If it isn't possible then my work-around is to have a toggle button that
will toggle between the 2 layers of abbreviated & full labels.
