Hi Everyone, Thanks to all who responded. I have now solved this problem.
In the end I created a MapX tool that exports MapInfo maps to bitmap tiles. It is perfectly accurate, and has no size restrictions. It is possible to set the export tile size and multiple tiles will automatically be created as necessary. The *big* advantage over MI 'Save Window As' tool is that a zoom level can be set, and then the area you want to export (be that larger than what you can see in MI) will be exported at *that* zoom level, maintaining proper feature visibility. You get a 'preview' to see the area and appearance of your maps prior to export. The problem I found with the 'Save Window As' tool is that the area that needs to be exported has to be visible in MI. This can cause a problem whereby street-level features dissapear as per-layer zoom layering takes affect. It is possible to turn on all the required features at all levels, but then the map becomes cluttered and it's not easy to judge just how the map will look once exported. I have found this tool a great way to export to rendering systems that only accept raster tiles, or to custom systems that need to serve raster maps for internet maps. If I got enough interest then I might clean it up and release as a tool (a MapX run-time licence would need to be purchased). A useful tool that allows you to switch between "print view" and "full extents view" is the MI Named Views tool. Turn off zoom layering and zoom to the full extent and save that view, then zoom in to different windows over your map and make sure the styles, labels, etc. all look good at the print scale. When satisfied that it will look good, return to the full extent view and "save window as" with the increased resolution. You should get good results that way.
