Keith,
Here in Spain we have a product called MapRutas-Fleet
Management which was initially developed mainly in
MapBasic and now has been completely ported to C++,
allowing it to run on Mapinfo-Runtime as well as on
GIS OCX components from other GIS "families" such as
ESRI's MapObjects. It runs on Windows95 or NT.
To give you a summary of its functionality:
MapRutas does complex route planning, including:
 multiple routes-vehicles,
different types of vehicles (meaning certain vehicles can
or cannot do certain tasks),
vehicle capacity (taking into account amount of load being
loaded or unloaded in each spot).
 multiple destination and origin points,
time constraints for destination and origin points, and time
delays (loading, unloading, etc.),
road parameterisation (direction, speed, connections, etc.),
It does optimisation based in either time, distance or cost.
Besides, it also handles on-line communications with vehicles,
via GSM and/or radio and captures GPS data for fleet survey,
and route re-planning, based on new service demands, as well
as on real-time fleet condition (in other words, it does dynamic
dispatching).
To begin with, it creates a model of the user's working scenario
based on, and updated from, the user's database.
In other words, the user defines which files and fields,
from the corporate database, are to be queried in order to
update the working conditions in terms of resources
(vehicles, drivers, communications, etc.), warehouses or
origin points, clients, service backlog, rules and procedures,
costs per vehicle, etc.
MapRutas-FM is now being translated to English and will be
available in this Language in a few weeks. Although the
program, in its full-fledged version, is very recent, we already
have a large installation here in Spain, for the distribution of
a leading soft-drink manufacturer.
If you are interested in further information don't hesitate in
contacting me. Meanwhile I will send you a set of typical screens,
mainly in Spanish but with a brief English description,
in a zipped format.
If anyone else in the list should be interested please let me know
and I will also send you additional information.

Subject: MI Routing Packages
>We have been looking for routing software for some time now but have yet to
>find a package that will fill our requirements as outlined below.
>We have looked at RouteView and Isoroute, neither one is suitable.
>
>We need the ability to visualize existing multiple routes showing the
>shortest routes between points using the Canadian Road Network and
>calculating the distance and time based on our constraints, i.e. time spent
>at the farm, availability of pickup, various driving speeds, type and
>capacity of the truck. This will include the volume of milk picked up at
>each farm and the total load.
>We need the ability to move "pickups" between routes and see the immediate
>effect on time, distance and truck utilization.
>We may need the ability to place constraints on certain highways.
>We need the software to create new, multiple routes and consideration must
>be given to the fact that multiple vehicle types with different capacities
>are used.
>
>We have the following information available:
>
>Locations of 7,000 farms, 75 transporters and 100 processing plants
>Truck file with type, number of axles and tank capacity
>The ability to create a unique "route" table showing
> Start of load
> Pickup sequence
> Volume of each pickup
> Destination
>Since we are now using Psion Workabouts for our collection data we also
have
>other information available including times.
>
>Any thoughts ??
