Here are four possible solutions:

1. I think the KGM utilities have a tab-delimited file export, but don't
recall precisely. But it's worth downloading, regardless: an essential
set of tools. You can find it at:

2. I once also submitted a fixed-width export utility to that same page,
but you would need mapbasic to edit the program for your needs. Excel
could read in the fixed-width file and spit out tab-delimited files. 

3. You could also play with the format command, probably, to get a numeric
field to look the way you want it to. (Create a new field, or two for
testing.) 

4. You could also just do a search and replace for quotes in a text
editor.
