Andrew,
The
best TIGER translator is from GIS Tools and is included in the Do-It-Yourself
TIGER Kit from Mapdata Online Ltd. The Kit is $400 and maps are royalty
free. Unlike other converters the TGR2MIF is third generation and each version
has seen a substantial improvement in speed and quality of output.
Like
any free (or almost free) product their are hidden costs. You need to process,
format, and manage a 15 gb database. When all the costs are calculated it is
ussually cheaper to license a converted dataset.
MapData has the most reasonably priced enhanced TIGER files called the US
Digital Atlas. It includes seperate highway layers, additional landmark points
and polygons, and software to extract files and append them into seamless
regional or national maps. The data is preformated so you can make beautiful
maps right out of the box.

more information about TIGER Do-It-Youself Kits or the US Digital Atlas go to www.mapdata.net.
