The classes for an "Individual Value" thematic layer always appear in the
(numerical or alphabetical) order of the individual values. They can
appear in either ascending or descending order.
The only way to put theme classes in a specified order is to
add a Rank column, the way you did, then base the thematic map
on the rank column.
