One data set that is very cheap but may not be high enough resolution for you is the  GTOPO30 dem data (1KM) resolution. I think for India you would be looking at one CD and I think that would cost you about $10 US. It is available from the USGS EROS DATA CENTER, SIOUX FALLS. Also have you had a look at this:
