Yes, they need to be translated. There's a free TIGER to MIF translator
at ftp://ftp.blm.gov/pub/gis/tiger/tgr2mif5.zip, but I haven't tried it.
Also, you might want to check Census Bureau's TIGER site at:
http://www.census.gov/geo/www/tiger/ and check the TIGER vendors list
there.
