Indeed your observations are correct. However it is not just Illustrator
that people are using to 'pretty up their maps' for final publication.
The trend has been to use graphics programs in general including
Illustrator, FreeHand and CorelDraw.

While recognizing that MapInfo is a wonderful GIS and analysis tool and
an indispensible part of any business invloving geographic analysis it
has been widely accepted that is does not provide the tools necessary to
generate high quality maps for publication. In using a graphics program
in their workflow, users are able to take advantage of the publication
and graphics oriented tools provided therein some of which involve color
choices and selections and text related matters. The biggest obstacle
however, until the last few years, was how to get the MI data files into
these graphics programs. That is why we created MAPublisher which
imports MI mid/mif files with all their attributes and provides close to
35 special cartographic and GIS tools for use inside the graphics
environment. By using MI and either Adobe Illustrator or Macromedia
FreeHand with MAPublisher you can have the best of both worlds: a high
powered desktop GIS and a fully graphics oriented cartographic
publication package.
