We have used Fontographer (Macromedia, www.macromedia.com) very
successfully to create TT fonts. Reasonable cost (although I don't
remember the exact amount). We have created custom symbol sets by creating
a TT font (as well as custom text fonts with unique letter symbols) for
projects and passed them on to clients with instructions to install the
fonts on their systems. I highly recommend it.
