Steve,
I used a package called Fontographer from Macromedia. You can draw
new fonts or edit current one and convert bitmaps into vector lines for
creating fonts. It is pretty easy to use. I don't remember the price, but
you can look at http://www.macromedia.com/software/fontographer/.
