The entire VMAP0 world data set has been translated for MapInfo.
Unless you want to spend several months writing an interpretor
for VPF yourself, it might be a heck of a lot cheaper to buy it
already done. See
http://www.ctmap.com/gisnet/catalog/data/cvgmap.htm. This is not
a VPF translator, but a complete repacking of the data to support
several mapping packages; MapInfo especially. Price for the whole
world at 1:1,000,000 scale isn't listed on the web page yet but
it's $2500. It does make really pretty maps though -- anywhere
you want on demand. I'll probably get a free sample of the Panama
area up there soon, but I just got that page online.
But if you want to try translating, you might be able to get some
help from the GISTRANS-L mailing list (GIS Translators). I think
I have a listing for that at
http://www.ctmap.com/gisnet/notebook/gis_list.htm.
