Take a look at Maptitude.

 

It has a VPF import and a MID/MIF Export facility

Has any one had any experience with getting the VMAP0 series of the DCW into a MapInfo format. The only utility I have found so far seems to require the presence of files associated with the viewing software used in earlier versions of the DCW.
