WRc (Water Research Centre) supply a piece of software
called Watnet for Windows (used for the analysis of water networks-
surprisingly enough :-) ). They supply two versions one with the full
version of MapInfo and a cheaper one with just the runtime version.
The runtime version includes a mapbasic program which does what
you are after.
Don't have any other details on it apart from their web address and
