Yes, simply use the region-to-grid utility and it
will make a "pillared" grid surface representing the polygons (3D
choropleth map). The polygons must have at least one numeric
attribute. It is also possible to do this using only a point file, by
considering the natural neighbourhood area around each point. There are 2
ways do this, 1) create a voronoi (natural neighbour) diagram and then run
region-to-grid on the resulting polygons or, 2) use Inverse Distance Weighting
interpolation with the maximum and minimum # of points set to 1.

Is it possible to use vertical mapper to create a 3d effect with whole regions?
E.G. Depending on the heart disease rate a region will appear higher or lower that surrounding regions. For want of a better description: Pillar effect, rather than using modelling of the point data.
