I am afraid there is some confusion about IDRISI being freeware - it has never been, neither shareware. I don't think anything have changed in the last couple of months I didn't look at their web-site...

Is it possible to use vertical mapper to create a 3d effect with whole regions?

E.G. Depending on the heart disease rate a region will appear higher or lower that surrounding regions. For want of a better description: Pillar effect, rather than using modelling of the point data.

Any suggestions appreciated.
