Hi we have been using GIS as a our main coordination tool since may 1993 in
our department (at the department of enviroment, planning, natureprotection
and highways).
We are 140 administrative employees and have both reduced the time for
treating applications and the staff (we have saved approximately 5 man and
the total cost for digitizing, application development, licences, setup and
education was less than 5 K US $ the first 2 years).
I wrote an article about the solution for The 1994 GIS yerarbook together
with Erik Stubkjr.

[Ole Gregor] yes both a interactive version
(http://gis.vibamt.dk/viborgamt/intro.htm) and download of our data used for
coordination (http://www.vibamt.dk/mt/gis_kort/web_gis.htm) - but both are
only in Danish. The last also contains link to descriptions of our data.
