Last December, Robert Edwards brought this to our attention, and I quote
his message in full:
Hello MapInfo enthusiasts:
This is for all you folks that are interested in raster to vector
conversion.
The UN (that is, the United Nations Department of Economic and Social
Affairs
- Statistics Division) offers a fairly neat raster to vector conversion
program for Windows called MapScan. The price is right - free.
It also offers a (fairly rudimentary) image classification capability,
and
even includes text label recognition. They say they have MapInfo MIF/MID
export, but it isn't there yet. So you have to use AutoCAD DXF or
ArcView
Shapefile format (ESRI strikes again). The program is a "beta" so it
will
"bomb" every now and again. But, hey, it's free! The URL to get a copy:

P.S. Be sure to download the "PDF" formatted manual. I didn't at first,

I checked the link, it is still valid. Given that is it free, the
software does a pretty good job. Haven't tested extensively, though.
