First Check your computer for Virs, it may create this problem.
Secondly check wether there is any conflict in the registry of MI,
as, if all other programmes are running normally there is no point in
formatting disk and reinstalling windows.
One possible reason of this is MI is searching for a particular
componenet and is unable to find (May be in tools) or something like this.

Reformatting your hard drive is rather drastic along with re-installing
windows. I believe the first order of business is to try defraggmenting your
hard drive first and then looking at more drastic solutions later.
