There's an easier way to do this than to physically alter a
table. Simply select the counties of interest, and add that
selection as new layer to your inset map window. Since this is
actually a separate layer (even though it's also from the same
table as your other layer of counties) you can put this on top of
the other and use the Display button in the Map/Layer Control
dialog to alter the color of just the selected counties layer,
thereby making it look distinct from your county map underneath.
