PCensus is a mature, efficient program that seamlessly integrates with MI.
You are able to search by a great variety of means, including drive time
polygons.  We have been using it for years and have been impressed with its
efficiency and the quality of support provided by Tetrad.

The difference in price is due to the extensive integration with MapInfo
mapping  as opposed to the stand alone version.  Lots of sample data comes
with it, but you will need to purchase data in PCensus format for your
projects.
