My understanding of that topic is that there is a total independency of the
scales in the mapper and in its corresponding layout frame. If you do not
get it right when creating the frame, there are at least two ways to get the
same scale after the layout is created.
To control it at the time the frame is created, you will have to draw the
frame yourself and not choose the automatic frame creation when opening a
new layout. You can choose then size and scale on paper. See the second
technique for the "after creation adjustment".
After creation, one technique is to make both mapper and frame the same
size. Easy to change the frame by doubleclicking it and adjusting its
dimensions. Not obvious for a mapper; I have written for that WINDOWSIZ
available free on our site. There is room for misadjustements in that
technique because of the incremental nature of the measurements (mapper
"size" depends a lot on screen definition)
The other is to doubleclick the frame size and to change its "scale on
paper". You will see the frame change size if "Fill frame with contents" is
checked; if not check the "contents" of the frame relatively to the mapper
will be changed. This approach will give the best apparent results, see
below.
A little warning : the values of the scale on paper are often rounded up
from what they are exactly(?), i.e. if you take the zoom (horizontal size of
the map), the size of the mapper,... you do not get the same values. Notice
that I put a (?) after exactly because I do not think there is an "exact"
linear scale applicable in all parts and all directions of a projected map.
I faced that problem when adding a numeric scale to the scalebar for a
layout frame that would be detected automatically. I had to leave to the
user the responsability of doing the rouding up. If you are interested into
LAYSCALE (an upgrade of Scalebr3), I would be plesed to send it to you, I
have yet to put it up for distribution.
