I really do not know, but I would think that the clip region being in
reality a mask (nothing is clipped, just hidden) every thying would be
masked.

A solution would be to display your mapper in a Layout and to draw the scale
in the layout. There is a scalebar mbx on the ftp site that does that, and I
have expanded it somewhat to become LAYSCALE.mbx, more choices, more
automatisms. If interested just ask, it will be on our site some time later
this month.
