There is some logic to it. When a user changes active tool, the new tool may not have 
any need 
for snap (such as zoom and pan). It could be thought of as a mode within a tool, 
rather than a 
persistent mode in Pro. Once you get used to Pro's behaviour, a quick stab of the 'S' 
key is no 
big deal.

One of the items in my own wish list which was presented to MI recently was the 
ability to zoom 
in and out while staying within a particular tool. ie. a non-tool based zoom. This 
would be really 
handy when tracing polygons, etc. to ensure that start/end points are where they 
should be. If MI 
took this suggestion on, you might be able to eliminate the need to change to the 
zoom/pan tool 
and snap would never auto-deactivate.
