You may want to download the Geographic Explorer (it's free) from our website at
http://www.bluemarblegeo.com.
The Geographic Explorer supports the DGN file format among others (MapInfo TAB and
MIF, ESRI Shape, AutoCAD DWG and DXF, TIFF, JPEG, BMP, ADRG, BSB, etc, etc.).
