Intergraph's free GeoMedia Viewer will work.
Geographic Explorer is limited in that it will not identify as .DGN files
any files that have been given an extension other than .DGN. Even if you
specifically tell it to open a file with say a .FC1 extension, it'll not id
it as a .DGN file.
The B.C. Ministry of Forests, Information Systems Branch has a .DGN viewer
called MapView. It works well too. I'm not certain of its general
availability.
We've used Intergraph/Bentley for 20 odd years and traditionally keep
different data separated by changing the extension to suit. Microsoft has
shoved the convention of the extension identifying the data type down
everyone's throat with their .DOC extension that they supplanted for Word
for DOS/WIN. Their view of how things will be done is reflected in their
association of extensions in things like the registry. How many
combinations of twenty six odd characters taken three at a time are there?
Too bad unix is such a bad word at Microsoft.....
