I think MapLogix software can help you in your task. First, MapLogix can clean
your road network in order to split intersections and join road segments. After
this step, you have three choices in order to create polygons from your road
network. You can select the entire network and MapLogix will build all the
smallest possible polygons (closed loops) bounded by the set of selected
polylines OR you can use a tool and click within the loop of polylines that will
build up the polygon you wish to form, one by one OR you can manually select the
roads which delimit the area and then, press a key to activate an automatic
process that will build the polygon.
