I'm using generate_tiles.py. I'm not really sure what further information
is relevent so ask away and I'll try to answer. :)

It seems to be affecting all the blank tiles (i.e. no ways, points, etc
crossing them). Does Mapnik try to do anything "smart" when dealing with
blank tiles (e.g. using a prerendered tile instead of re-rendering each
one individually - if that's the case, maybe the prerendered tile is
broken </blind-spectulation>).
