Just a quick note to say that I've resolved this problem - Mapnik itself 
was working ok, but it seems that ImageMagick on CentOS 5.1 is broken so 
when the generate_tiles.py script ran convert on the generated tiles it 
produced trashed tiles.  Installing the Fedora 7's ImageMagick fixed the 
problem.
