So after looking some more I'm leaning towards using Jersey. It looks like both 
jersey and jmx would be similar amounts of work.  HDFS-2083 isn't really the 
same as this as its just getting each of the federation namenodes existing 
metrics via jmx and aggregating the stats into a cluster view.  The jmx 
interface also currently has the check for if user has administrator access 
which I don't think we want here. I think the security should be the same as 
the webapps.

If anyone has objections or comments let me know.
