Yes, the current code doesn't do what we want. Like I said above, if the task
is not registered, we should send a DIE via the flag in JvmTask constructor.
But for doing that, you need to separate registering from
TaskAttemptListenerImpl from TaskHeartBeatHandler as their scopes are
different. TaskAttemptListenerImpl needs to be registered even before the
container started whereas the later needs registration only after the container
has started.
