  - How easy would it be to add a query param to add the format support on all 
calls? Not a blocker for this - we can add a jira for it later if someone asks

bq. The difference in the qstate is the Undefined gets mapped to Unknown. 
  - Not a strong preference either way but using the state name as is 
simplifies code a bit. 

bq.  I don't follow the optimization of the starttime
  - Ignore. My mistake. 

bq. The inconsistent handling was intentional 
  - Should we just completely skip displaying jobs which the user has no access 
to instead of providing incomplete info? 

bq. jobhistory from "None" to ""  
  - The change should be fine if this does not affect anything.

bq. 204 vs 404 
  - Probably a 404 may make sense in most cases to denote failure.
