My issue with this is that the user can then get more info from the html web ui 
then they can from the web services ui. Some of the support teams here I know 
will use the subset of data.  Perhaps I will add another field and specify 
complete or partial in that field so that the user knows. I will make it 
consistent and have it always return the partial.
