When we originally designed this, we treated unregister-request from the AM as
the final call from AM. I've lost a bit of context here, but can someone tell
me why that is not enough? Is it the MR AM that is sending the
unregister-request and then doing some cleanup after that? If so, may be we
should fix that instead?
