Uploading a patch that gets rid of slots-millis (but keeps the enum values in
JobCounter) and adds mem-millis. I think we should hold off on cpu-millis for
now, because
* This patch is required for YARN-1004, which is marked as a blocker for the
release
* We still haven't resolved how we want to do define vcores (YARN-972).
