*Hillshading* is not really useful with zooms above 16 or 17 I would
say, at least not with the DEM data that is freely available outside
the US (SRTM3 basically). Contour lines might be useful in some areas.

When you say "high density cities", you probably are referring to road
maps, and these can be rather aggressively expired if necessary, no?
