Not sure if this a blocker. The related PR is indeed not passing. But without it, if the issue is just warnings and not actual errors / non-functional builds, we can perhaps live with that. I'll try to see if I can try to advance this PR. It seems the remaining issue is with mapscript python tests.

Probably a blocker indeed. Isn't the issue more on updating CI than the actual removal of the PHP-native bindings ? Perhaps a compromise if updating the CI to PHPNG is too hard would be to drop testing support of PHP in CI, at least temporary even if that's not ideal.
There are other bugs of course (there will always be bugs) but I don't consider those to be blockers for a release - other opinions welcome.
