Just a mark: that's not all, it also controls the scale where the getfeatureinfo returns a result. It is new and logical, but I spent some hours last week with searching for this after updating an old installation.

SYMBOLSCALE and the computed SCALE are combined to form a scale factor that is applied to a symbol's SIZE. Once that's done, the MINSIZE/MAXSIZE values are applied to make sure the final computation is in range.
